Apart from using this to source a solo public session you can also use it to break free from the endless loading screen (Cloud simulator) Using the same method when stuck on a loading screen will allow you to be put into a solo public lobby , from there you can go back to online by just joining a new lobby .

Suspend network process for 5 seconds to empty a lobby , then block GTA ports in your firewall so no one can join you not true there are still people with strict nat settings able to join used the firewall stuff and had problem to get an own empty session in most cases there is.
